Health care improved substantially, street lighting was installed, new drains and municipal launderettes were built, and 8,000 children received subsidised school meals.
New student accommodation opened in 2008 and the campus now has 1,200 student rooms, together with shops, cafs and a restaurant, launderettes and an open-air fitness suite.
