The report said the violations were symptomatic of uneven and, at times, ineffective enforcement by all federal bank regulators, of bank compliance with their anti-money-laundering obligations.
Whereas a federal bank may operate under federal law, a consumer may have additional rights under the applicable state banking law in terms of consumer protection.
