Scaling up Research, Capacity Building, and Action on the Ground
2008 wurde der Treuhandfonds mit dem Ziel gegründet, „effektive Politiken zur Schaffung von Beschäftigung in Entwicklungsländern“ zu fördern.
Dabei konzentriert sich der Fonds auf die folgenden drei Förderansätze:

This Multi-Donor Trust Fund (MDTF) was set up in 2008, the objective being ‘to promote effective policy-making in the area of job creation in developing countries’.
To accomplish this objective, the MDTF takes a three-pronged approach:
www.giz.deSowohl Deutschland als auch die Vereinigten Arabischen Emirate haben als erste Einzahlung in den Fonds jeweils 10 Millionen Euro zur Verfügung gestellt.
Zahlreiche weitere Mitglieder der Gruppe der Freunde Syriens haben zugesagt, dem Rahmenvertrag in naher Zukunft beizutreten und ebenfalls Mittel für den Treuhandfonds bereitzustellen, um den weiteren Finanzierungsbedarf decken zu können.
Außenminister Westerwelle erklärte dazu am 2.9.2013 in Berlin:

Numerous other members of the Friends of Syria group have agreed to accede to the Framework Agreement in the near future, and to provide resources to the trust fund in order to ensure that further funding needs can be met.

In addition to the annual financial contributions to the FAO, this Bilateral Trust Fund represents a voluntary commitment and a contribution of the Federal Republic of Germany towards the implementation of the United Nations ' Millennium Development Goals (MDGs) .
