Da die Ist-Zahlen bisher für Deutschland nicht vorlagen, war die Datenerhebung bei ca. 2.500 Anlagen aus so verschiedenen Branchen wie Energie, Keramik und Stahl eine sowohl inhaltliche als organisatorische Herausforderung.
Die im Rahmen der Datenerhebung bottom up ermittelten jahresdurchschnittlichen Gesamtemissionen betragen 501 Mio. Tonnen CO2 in der Basisperiode 2000-2002.
Diese Emissionsmenge bildet das Emissionsbudget für die am Emissionshandel 2005-2007 teilnehmenden Anlagen.
