Die Vergabe-Jury für den Preis „ Bibliothek des Jahres “, der Vertreter der Bundesregierung, der Kultusministerkonferenz und des Deutschen Städtetages angehören, wählte unter sieben Bibliotheken unterschiedlicher Größe und Aufgabenstellung aus, die zuvor wegen ihrer besonderen Leistung für die engere Auswahl nominiert worden waren.
