Entwicklung einer geeigneten Organisationsstruktur des Sekretariats, welche sich an den von Regierungen und Staatsoberhäuptern der Mitgliedsstaaten vereinbarten inhaltlichen Prioritäten orientiert.
Aufbau einer Verwaltungsstruktur, durch welche die Zusammenarbeit zwischen den einzelnen Direktoraten und innerhalb des Sekretariats professionell abläuft.
